What the Neapolitan standard actually protects
Is there a legal definition of authentic pizza?
For one tradition only. AVPN's disciplinare and the EU's 2010 TSG registration define Pizza Napoletana in detail; UNESCO's 2017 inscription protects the pizzaiuolo's craft rather than the dish. No other pizza tradition in this catalogue carries an equivalent codified standard, and the standard covers far less than 'authenticity' is usually taken to mean.

Associazione Verace Pizza Napoletana (AVPN)
Verace pizza napoletana is defined by the disciplinare: specified flour, hydration, a 180-250g panetto, hand-opening without a rolling pin, and a 60-90 second bake on the floor of a wood-fired oven at roughly 430-480°C.
Reasoning: The association's stated purpose is to preserve one specific craft tradition against dilution, which requires a written, checkable specification and an affiliate register.

What is inscribed is 'the art of the Neapolitan pizzaiuolo' — a set of skills, songs, and social practices transmitted by apprenticeship — not the pizza.
Reasoning: Intangible cultural heritage protects living practice and its transmission; inscribing a recipe would be outside the convention's scope.

Why it is contested
The three instruments protect three different things — a specification, a recipe, and a craft — and are routinely cited interchangeably as though any of them settled what 'authentic pizza' means in general. None of them addresses any tradition other than the Neapolitan one.
What all sides agree on
All three bodies are describing Neapolitan pizza specifically. None claims that non-Neapolitan pizza is not pizza.
