Was the Margherita created for the Queen of Italy in 1889?

The story — Raffaele Esposito making a tomato, mozzarella and basil pizza in the colours of the flag for Queen Margherita of Savoy — is the best-known origin story in food. The evidence for it is a single commemorative document whose authenticity has been seriously questioned, and pizza dressed that way is attested in Naples before 1889.
